Discourse of People’s Choice in Pakistan’s Politics and the Rise of ANP inKhyber Pakhtunkhwa in 2008-2013
Abstract
This study examines the rise of nationalist politics by analyzing the electoral victory of ANP in Khyber Pakhtunkhwa (KP) 2008-2013. It explores the political transformation in the 2008 general elections that witnessed a shift in people’s political preferences from the religious alliance MMA to the liberal-nationalist platform of ANP. Using a qualitative and historical approach, the study analyzes party manifestos, ECP electoral results, official reports, and secondary sources to explain the changing electoral behaviors of the people of KP. The findings suggest that anti-incumbency, growing militancy, insecurity, and socio-economic challenges fortified electorates to support ANP’s program of peace, Pashtun identity, provincial autonomy, democratic governance, and development. It further argues that electoral fragmentation, the First Past the Post (FPTP) electoral system, and issue-based campaign strengthened the ANP’s electoral position in the province. Although the ANP-PPPP coalition government achieved significant constitutional and social reforms such as support for the 18th amendment and renaming the NWFP province as Khyber Pakhtunkhwa, its performance was constrained by militancy, limited resources, and political instability. The study concludes that the 2008 electoral shift in KP was characterized by rational choice and issue-based voting.
